Rob Piper, a retired United States Marine Corps major, is running for the Miami-Dade County Commission District 5 seat in the Nov. 3 runoff. The nonpartisan race is for the rest of an unexpired term.

Piper faces Vicki L. Lopez, who advanced alongside Piper to the runoff, as first reported by Florida Politics. Piper has said the Live Local Act was a "gift to developers" that erased Miami's zoning plan, and he cited it as a reason to challenge Lopez, according to the Miami Herald.

On the issues

Affordable housing: Piper said he supports enabling nonprofit developers and land trusts to build more affordable housing and renovate older units. He proposed a county-owned public bank to finance affordable housing and small business development. Piper said he opposes moving the Urban Development Boundary. Building more suburbs is not a solution to Miami-Dade's housing shortage, he said.

Climate resilience and flood protection: Piper said he would invest in climate resilience, including a county Climate Resiliency Board to fund drainage infrastructure, a compost pilot program, tree canopy protections, home weatherization assistance and tougher penalties for polluters of Biscayne Bay.

Revenue and tax equity: Piper proposed creating a Revenue Generation Task Force to explore adjusting property tax rates for high-wealth individuals and businesses, franchise fees on high-profit industries and a luxury development tax. He opposed Florida's proposed property tax amendment, which would raise the state's homestead exemption cap.

Government transparency: Piper said he would hold monthly town halls, send weekly constituent updates, create a public digital budget tool, expand county auditor resources and add new mechanisms to expose private-interest influence on county policy.

Special interest influence: Piper said he would establish a Sovereignty Protection Task Force to defend Miami-Dade from state and federal preemption and expand civic education for residents.
