A large mixed-use development proposed for the former Epicure Gourmet Market site in South Beach will go before the Miami Beach Planning Board on Dec. 8.

Alton Ventures Development, LLC filed the application, designated PB26-0863, seeking Conditional Use approval for what the city classifies as a Neighborhood Impact Structure (NIS). That designation applies to new buildings exceeding 50,000 square feet under the Miami Beach Resiliency Code.

The project spans multiple addresses: 1656, 1664, 1676 and 1680 Alton Road, 1209 and 1245 Lincoln Road and 1677 West Avenue. Planning Director Deborah Tackett's staff report to the board flags the application as a "Residents Right to Know" item under City Code Section 2-14. The Oct. 4 application materials list 146 long-term rental apartments, 51,194 square feet of office space, 45,313 square feet of retail and 364 parking spaces. Trade publication Traded reported in October that the building would be 14 stories, with 142 apartments and a separate five-story garage at 1677 West Avenue. The apartment count differs between the current city docket and Traded's report.

The formal relationship between the listed applicant, Alton Ventures Development, and Infinity Collective is not specified in the public record.

PBDW Architects designed the project, according to Traded. Infinity Collective acquired the 1.4-acre site from developer Michael Shvo for $28.3 million in 2025 through a deed in lieu of foreclosure, Traded reported. Shvo had previously planned a six-story office building designed by Foster + Partners, but construction never started after the existing structure was demolished.

The current application is listed as a new case, PB26-0863, for the Dec. 8 meeting.

The site sits at one of South Beach's busiest intersections. Miami Beach commissioners voted 6-1 earlier this year to create the Alton City Center overlay district for a 3.49-acre stretch that includes the Epicure block, according to the Miami Beach Journal. That overlay rewrote land-use rules to allow taller mixed-use development in the area.

The Dec. 8 hearing starts at 9 a.m. at Miami Beach City Hall, 1700 Convention Center Drive. Residents can attend in person or join via Zoom at miamibeachfl-gov.zoom.us/j/86143426327. Written comments can be emailed to [email protected] by 5 p.m. three business days before the meeting.
