The Miami Beach Public Safety and Neighborhood Quality of Life Committee reviewed a slate of infrastructure and transportation items at its Wednesday, July 15 meeting, the panel's final session before the city's August recess. The agenda covered the $600 million Convention Center Hotel, a proposed over-water alternative to the 5th Street Pedestrian Bridge, the Promenade Master Plan, and last-mile transit for ferry riders.

Grand Hyatt on track for late 2027 opening

Commissioners Laura Dominguez and Alex Fernandez requested an update on the Grand Hyatt Miami Beach, the 800-room headquarters hotel rising at 17th Street and Convention Center Drive. Developed by Terra Group and Turnberry Associates and designed by Arquitectonica, the 17-story property broke ground in May 2025 and is scheduled to open in late 2027, according to the developers.

The hotel will connect to the Miami Beach Convention Center via a climate-controlled glass skybridge. Upcoming milestones include a topping-off ceremony and skybridge installation.

MBCC General Manager Freddie Peterson told CBS News Miami on June 8 that the convention center previously could not bid on many large events without an attached hotel and projected the Grand Hyatt would help capture 40 to 50 percent more market share. Peterson said a single large event can generate around $40 million in local economic impact.

5th Street baywalk alternative under discussion

Commissioner Monica Matteo-Salinas sponsored a proposal to study replacing the planned 5th Street Pedestrian Bridge with an over-water connection linking the baywalk south of 5th Street to the baywalk north. The City Commission referred the feasibility question to the committee and the Finance and Economic Resiliency Committee on March 18, 2026.

The committee also received a monthly status update on the existing 5th Street Pedestrian Bridge and Mondrian Hotel/Mirador Condominium Baywalk projects, a recurring item Vice-Chair Dominguez has tracked since March 2025.

Promenade Master Plan update

Chair Fernandez brought an update on the Miami Beach Promenade Master Plan, a capital improvement covering the stretch behind oceanfront properties on Collins Avenue from 24th to 29th streets. The city presented 50% design documents and two final design concepts at a July 8 virtual community meeting for public feedback.

Ferry connections and remaining items

Commissioners Dominguez and Tanya K. Bhatt brought a discussion on improving last-mile connections for ferry riders arriving in Miami Beach, including wayfinding signage, transit coordination, and information about the Miami Beach Trolley and Citi Bike locations. The item, which applies to South Beach, was first referred to the committee on February 25, 2026.

The agenda also included:

• Temporary wayfinding signage during 41st Street Improvement Project construction (Fernandez)
• Electric vehicle charging infrastructure on Normandy Island (Dominguez)
• Enhanced Beachwalk lighting south of 5th Street near South Pointe Pier, including white lights wrapped around trees east of Smith & Wollensky (Matteo-Salinas)
• A citywide review of boards and committees to streamline advisory functions (Dominguez)
• A potential bicycle boulevard in the alley west of the West Lots in North Beach (Bhatt)

The full City Commission meets Wednesday, July 22, at 8:30 a.m. That agenda includes a resolution authorizing City Manager Eric Carpenter to act on bids, contracts, and grants during the August recess.
